2. PUBLIC HEARINGS, ORDINANCES AND RESOLUTIONS  
a.  
1st Reading - Ordinance No. 2025-O-08: Request to repeal the City-wide  
Moratorium and the Florida Shores Building Permit Moratorium in  
response to the passage of Senate Bill 180.  
A motion was made by Councilman Thomas, second by Councilwoman Dolbow,  
to approve Ordinance No. 2025-O-08. The motion failed by the following vote:  
2 - Councilman Thomas and Councilwoman Dolbow

No:  
3 - Mayor DePew, Councilwoman Gillis and Councilman Rainbird  
b.  
Resolution No. 2025-R-25: Request for approval of a resolution  
designating the administrative authority to review, process, and administer  
plats.  
A motion was made by Councilwoman Dolbow, second by Councilman Thomas,  
to approve Resolution No. 2025-R-25.1. The MOTION was APPROVED by the  
following vote:
