COUNCIL AGENDA ITEM
SUBJECT:
title
Water Treatment Alternatives Evaluation
body
DEPARTMENT:
Environmental Services
SUMMARY:
For several years, Environmental Services staff have been actively investigating alternative treatment methods at the City’s Alan R. Thomas Water Treatment Plant in order to decrease overall costs, improve water quality & aesthetics at point of use, conserve water loss related to flushing, and improve the safety & security of our treatment process through achieving 4-Log Certification. Certain aspects of our source water make this a difficult and complicated endeavor.
Preliminary costs for the treatment alternatives evaluation were included in the FY2019-2020 budget amounting to $50,000. Through subsequent discussions to further develop the appropriate scope of services, the consultant fee was revised to $70,500 plus an additional $12,000 in laboratory fees and other non-direct costs for a project total cost of $82,500.
The consultant will review the treatment technologies available to address the particular challenges in the City’s source water, will perform bench-scale tests of a selection of the technologies to determine suitability, and perform pilot-scale testing of the one most promising technology. An evaluation report, considering cost-benefit analysis will be produced and a conceptual layout sketch for the future construction of the selected treatment technology onsite at the Water Treatment Plant.
