SUMMARY:
Currently Chapter 8 of the Code of Ordinances authorizes the City Council to declare a State of Emergency within the city. This process requires a special meeting of the Council while allowing for the Mayor, Vice-Mayor or City Manager to make the declaration in the absence of a quorum which can be tedious to coordinate. Authorizing the City Manager to make the declaration allows the City Manager and staff to focus on preparation for the emergency and address the event more effectively and efficiently.
Other changes to Chapter 8 include:
• Allowing persons to travel to and from work during a period of curfew
• Authorizing the City Manager to terminate a declared State of Emergency
• Requiring the City Manager to notify the City Council of a State of Emergency declaration.
A motion was made on November 6, 2023 at first reading to postpone 2nd reading until a date certain of December 4, 2023 to make a modification to the agenda as presented.

Modification requested is as follows:
• A state of emergency declared by the city manager will terminate after 48 hours unless the state of emergency is affirmed by the city council prior to the expiration of the 48- hour period.
