SUMMARY:
The City of Edgewater issued a Request for Qualifications (RFQ 24-PR-04) on March 12, 2024 with the sole purpose and intent of obtaining Proposals from qualified and licensed firms to provide engineering, design, permitting and project management (CEI) services for new boat ramp and amenities to be located north of Boston Whaler (parcel # 8537-12-00-0040).
This Solicitation was broadcast via the City's E-Procurement Platform, as well as via DemandStar, and the State of Florida DMS, Office of Supplier Diversity site and was posted in City Hall.
On April 23, 2024, submittals were received from six firms, one of which was deemed non-responsible/non-responsive as the firm was located outside the United States and was not properly licensed to work in the State of Florida. All other firms were deemed responsive and responsible.
On May 7, 2024, the Evaluation Committee met and ranked the firms based on the published evaluation criteria as follows (Evaluation tabulation report is attached):

The Committee determined by review of the written submittals that there was a tie for first place and therefore invited the top two firms (Dredging & Marine Consultants, LLC and Halff Associates, Inc) for presentations on May 14, 2024. The firms were given a list of focus items to address during the presentations.
Per terms of the RFQ, the final scoring was wholly based on the presentation ranking (maximum of 10 points). Scores from the initial evaluation were not "brought forward.
