Discussion:
The applicant is requesting voluntary annexation into the City of Edgewater from Volusia County for 2.72 acres located at 267 Carol Ann Drive. The subject property is located south of Park Avenue, west of Mango tree Drive and it is contiguous to the current boundaries within the City of Edgewater. The subject parcel is within the Interlocal Service Boundary Agreement (ISBA) with Volusia County and the Utility Service Area for the City of Edgewater.

The applicant has concurrently applications for rezoning and comprehensive plan amendment to include this parcel in the larger proposed Mango Key Townhomes project.

Comprehensive Plan Consistency:

The proposed annexation ensures consistency with the following comprehensive plan policies:

* Policy 1.8.2: In order to reduce land use conflicts and for efficient public service provision, the City shall investigate and, where feasible, annex all enclaves as soon as possible
o Staff Response: The surrounding area to the south and west on Carol Ann Drive represents an enclave of properties still retaining Volusia County zoning. Annexing this parcel will further reduce the existing enclaves within City limits.
* Policy 1.8.3: New development proposed within the County
