Resolution 2024-R-09 Application for FDEP Drinking Water SRF Loan with Principal Forgiveness for Park Avenue Booster Pump Station Rehab

SUMMARY:
The 50-year-old water pump station located on West Park Avenue is in need of rehabilitation and replacement. The City’s continuing engineering consultant Mead & Hunt, Inc. have completed the engineering design and permitting of a new pump station with upgraded capabilities on the same site. The new pump station will include facilities for disinfectant addition and continue to provide an additional source of pressure for maximum daily and peak hour flows and fire flow events.
With significant help from Mead & Hunt, Inc, the City made application for $3,960,000 in grant funding for the construction of the Park Avenue Booster Pump Station Rehab project under the FDEP Supplemental Appropriation for Hurricanes Fiona and Ian (SAHFI) program. The project was included in the FDEP’s Intended Use Plan (IUP) for FY2024. The grant will be administered as a SRF loan with 100% principal forgiveness. This will require adherence to various federal funding requirements during construction, including American Iron and Steel (AIS) and Davis-Bacon wage rate compliance.
The subject Resolution authorizes the City to apply for a loan from the FDEP’s DWSRF in the amount of $3,960,000 to finance the Park Avenue Booster Pump Station Rehab project. The Resolution also states that since this loan will be 100% principal forgiveness, there will be no revenues pledged for the repayment of this loan.
