SUMMARY:
According to Chapter Eight of the Code of Ordinances within Section 8-19.1, the City Council during a state of local emergency may declare a state of housing emergency for all or any part of the City of Edgewater. The interim City Manager issued a State of Emergency which was codified by the City Council on October 7, 2024. The Declaration of Housing Emergency allows the City of Edgewater to implement the policies set forth in Ordinance 2023-O-12. Ordinance 2023-O-12 allows for temporary housing units to be placed at the primary residence that has been deemed uninhabitable due to damage from a disaster. Temporary Housing units are defined as manufactured housing, recreational vehicle, travel trailer, or pre-fabricated dwelling. A recreational vehicle is defined as a vehicle built on a single chassis, 400 square feet or less, designed to be self-propelled or permanently towable, and designed as temporary living quarters for recreational, camping, travel, or seasonal use.

In order to utilize temporary housing due to Hurricane Milton, Ordinance 2023-O-12 describes that the following must occur:
1. A temporary housing building permit application.
2. The home must be located on a site that has been declared uninhabitable by the City Building Official or designee.
3. The water service and wastewater service must be properly connected to a functioning water service and sanitary sewer system or septic system in accordance with codes in effect at the time.
4. Temporary housing units may not extend into any adjacent public right-of-way or onto any adjacent property.

5. Electrical service must be available on site and have a proper connection for a temporary housing unit.
