SUBJECT:

title

Approval to extend the agreement with Automated Merchant Systems for merchant processing via piggyback of City of Ormond Beach contract resulting from their Bid No. 2019-30.

body

DEPARTMENT:

Finance

SUMMARY:

In May 2005, the city entered into a Merchant Processing Agreement with Automated Merchant Systems (AMS).  In June 2013, Council approved an extension of that agreement.

AMS is the preferred vendor for the City’s Enterprise Resource System (ERS) Central Square.

Section 3 of the Purchasing Policy allows the City to piggyback on active current agreements and contracts from other governmental entities when competitive bid procedures have been followed and the guidelines utilized by that entity are the same or more stringent than the City’s guidelines.

In 2019 the City of Ormond Beach broadcast an RFP to provide Merchant Processing and AMS was the sole respondent.  The City of Ormond Beach subsequently entered in to a contract with AMS under the terms of their Bid No. 2019-30 for a period of three (3) years that will be automatically renewed for additional one (1) year periods unless either party provides at least ninety (90) days prior written notice to the other party of their intent not to renew the Agreement

Approval to piggyback this contract has been granted by both the City of Ormond Beach and AMS.

Total annual cost is estimated to be $63,154 composed of 53,784 transactions, average transaction amount of $137.45, and average fees per transaction of $1.17.
