SUMMARY:

The City's Wastewater Treatment Plant located at 500 W Ocean Avenue is the primary component used for treating collected wastewater. With this major asset, routine maintenance and repairs are necessary as the result of normal wear, as well as to extend its useful life.
The Wastewater Treatment Plant (WWTP) was rehabilitated in 2012-2013 which included, among many other things, the fabrication and installation of a total of four (4) fiberglass internal recycle channels, two (2) each within the northern and southern biological nutrient removal basins (BNRB). In late 2020, one such channel detached from the concrete walls of the north BNRB tank and required an emergency response to deactivate the entire northern half of the BNRB, fabricate and install a new channel made of stainless steel, and to replace and improve the fasteners and supports of the other channel within the north BNRB. Staff budgeted $400,000 for the replacement of both channels in the south BNRB in the subsequent fiscal year. In early March 2022, one of the fiberglass channels in the south BNRB collapsed, but remained attached to the wall and operable until a replacement channel was furnished and installed, as approved by Council in April 2022.
In mid-2023, an Anoxic Mixer failed in the north BNRB requiring removal and replacement as an unforeseen repair. Since the replacement of this unit will require the northern BNRB train to be taken offline, Staff requested pricing from the original equipment manufacturer (OEM) of the wastewater treatment process, Ovivo, to remove and replace the last remaining fiberglass internal recycle channel at the same time.
