SUMMARY:
On Aug 25, 2023 the City of Edgewater issued a Request for Proposals (RFP 23-ES-10) with the sole purpose and intent of obtaining proposals from interested and qualified firms offering to provide Emergency Debris Monitoring Services in accordance with the specifications stated.
This Solicitation was broadcast via the City's E-Procurement Platform, as well as via DemandStar, and the State of Florida DMS, Office of Supplier Diversity site and was posted in City Hall.
On September 26, 2023, submittals were received from seven firms and all were deemed responsive and responsible.
On October 6, 2023, the Evaluation Committee met and reviewed the submittals and turned in their evaluation sheets through the E-Procurement Platform. Based on the published evaluation criteria, the firms were ranked as follows:
Rank Firm
1. Witt O'Brien's LLC
2. Thompson Consulting Services LLC
2. Tetra Tech Inc
3. DebrisTech LLC
4. Rostan Solutions LLC
5. Diaster Program & Operations Inc
6. Enterprise USA LLC
Note: Pricing Proposals were calculated by taking the submitted hourly rates and applying them to the most recent event data.
The Committee discussed the possibility of asking the top-ranking firms to come in for presentations but determined by review of the written submittals alone, there was a clearly identified ranking, so no oral presentations were sought. The Evaluation Committee recommends that Council award contracts to the three top ranked firms, Witt O'Brien's LLC, Thompson Consulting Services LLC, and Tetra Tech Inc.
