SUMMARY:

To be fully compliant with the requirements of the CDBG grant for the Hart Avenue Drainage Improvements project, the City must adopt a set of policies and procedures relating to compliance with Section 3. Section 3 is a provision of the Housing and Urban Development Act of 1968 (12 U.S.C. 1701u) that contains regulations to intended to ensure employment and other economic opportunities generated by certain HUD financial assistance shall, to the greatest extent feasible, be directed to low- and very low-income persons, particularly those who are recipients of government assistance for housing, and to business concerns which provide economic opportunities to low- and very low-income persons.

The attached Resolution implements the Section 3 Plan for Community Development Block Grants (CDBG) which contains guidelines to ensure the City’s contractors and subcontractors will comply with HUD’s Section 3 requirements in implementing the City’s CDBG projects and programs. The City of Edgewater may amend its Section 3 Policies and Procedures document as necessary to ensure continued compliance with HUD’s requirements and/or to reflect updated Section 3 guidance and outreach strategies.
