SUMMARY:

As requested by Council to be added to the ballot:

The City’s municipal curbside recycling program has an annual operating cost of approximately $1.1 million, which is paid by all City utility customers, although approximately one-half of residents participate in the program.

The proposed ordinance would place an advisory referendum on the November 3, 2026 General Municipal Election ballot asking voters whether the City should discontinue municipal curbside recycling collection services in an effort to reduce overall utility fees.

The referendum is advisory only and would not constitute binding legislative action.
