SUMMARY:

The City contracted with Benesch to complete an Impact Fee Analysis and update the Impact Fee Program. Impact fees are a fee charged by governments to developers/builders as a total or partial reimbursement for the cost of providing additional facilities or services needed as a result of new development (e.g. new roads, schools, parks etc.).

 

This analysis includes a review of the City’s impact fee ordinances, population estimates and recommendations for impact fee adjustments to support projected growth. It offers the following fee components for the City of Edgewater:

                     Fire Rescue and Emergency Medical Support

                     Law Enforcement

                     General Government Buildings

                     Parks and Recreation

                     Multi-Modal Transportation

                     Water & Sewer Utilities

 

Two workshops were held on June 17 and July 15, 2024 to review the impact fee update study results and extraordinary circumstances to explain the cost increases recommended.

 

There was additional language added since first reading on pages 10 and 11 related to the treatment, transmission and distribution components of the water and sewer capital charge.
