SUMMARY:
The City of Edgewater owns and operates a water treatment plant (WWTP) which has an existing permitted capacity of 2.75 million gallons per day (MGD) annual average daily flow (AADF).
The City has a contract with multiple firms to provide continuing engineering services, which includes Halff Associates, Inc. At the request of the Environmental Services Department, Halff provided the attached proposal for engineering services to master plan the site and components for future expansion the WWTP. This Master Plan will assist in guiding the City towards expanding the facility by various phases to an ultimate capacity of approximately 12-15 mgd AADF.
The plant’s expansion is planned to occur incrementally in stages, starting with an initial phase that will double the current capacity to approximately 5.5-MGD. The Master Plan will outline specific benchmarks for the timing of future expansion phases and provide preliminary layouts for each phase.
This Master Plan effort does not include engineering for improvements in the sanitary sewer collection & transmission system, nor the reclaimed water transmission / distribution system beyond the limits of the treatment plant site. The Plan assumes that all other uses on the site will be relocated offsite. The Plan will include all electrical components raised above the 500-year flood elevation. Additionally, Halff will subcontract with the Bureau of Economic and Business Research (BEBR) to produce a City-specific report on population growth projections for estimating the timing for various expansion phasing.
