SUMMARY:
The City's Wastewater Treatment Plant located at 500 W Ocean Avenue is the primary component used for treating sanitary sewage collected in the City. With this major asset, routine maintenance and repairs are necessary as the result of normal wear, as well as to replace components that have reached the end of their useful life.
The treatment of wastewater results in two main outputs: liquid and solid. The liquid component is distributed as reclaimed water to over 4,000 residences and City properties to supply irrigation needs. The solid component is hauled away in semitrucks for use as agricultural fertilizer. To make the most efficient use of the City's solids hauling contract, the treatment plant operates a dewatering centrifuge to remove excess moisture from the biosolids. In late May, the internal gearbox on this centrifuge failed after many years of operation and is in need of replacement.
The original equipment manufacturer Alfa Laval Inc. provided a quote to furnish and install a replacement gearbox in the amount of $70,857.82. Staff is requesting authorization of a sole source procurement as Alfa Laval Inc. is the original equipment manufacturer of the Aldec/G2-45 centrifuge is the only authorized provider for all genuine Alfa Laval Spare Parts, Products, and Services.
Temporary sludge dewatering will be needed until the centrifuge is repaired and operable. Staff obtained quotes from vendors representing different dewatering or liquid-hauling services. The least cost and best overall value for the City was found to be by Falcon Environmental Corp. in the amount of $34,000 for one month of service with an additional $12,000 per month for subsequent months.
