STAFF REPORT:
The proposed parcels are located within unincorporated Volusia County and consists of 115 + acres. The subject parcels are located East of Volco Road, West of the Railroad, and South of Edgewater Preserve Phase 3, 4, and 5. The proposed parcels are not located within the Interlocal Service Boundary Agreement (ISBA) between the City of Edgewater and Volusia County. The ISBA is an agreement between a County and a City which allows for the annexation of lands by the City as logical extensions of said City in a manner that promotes sound planning practices such as the availability of municipal services. An ISBA allows a municipality to annex land that is not contiguous to the municipality, creates an enclave or is not reasonably compact in accordance with Section 171.204 of Florida Statutes.
The proposed annexation is not within the ISBA. As such, it must be demonstrated that the proposed annexation meets the following criteria in accordance with Section 171 of Florida Statues:
1. Contiguous to City Limits
2. Reasonably Compact
3. Does not create enclaves.
