DEPARTMENT: Environmental Services

SUMMARY: For over two years, Staff has been evaluating the use of rejuvenator applications on asphalt roadways as a means to extend the life of the asphalt. Asphalt rejuvenation simply replaces the vital ingredients that have been lost from the pavements asphalt binder over time due to exposure to the sun's UV rays and wet weather. By softening the asphalt binder the rejuvenator can help prevent further stone loss by keeping the binder flexible and protecting the pavement from moisture and oxidation. Various municipalities in our surrounding area such as Deland and Volusia County have been using this process successfully as a preventative treatment measure as part of the overall road maintenance program. City Staff would like to institute this process as part of the City's road maintenance program. Timing of the application must be within 2-5 years of the original construction of the road to ensure the best results. 30th Street and Flagler Avenue were paved in 2016 and a portion of Flagler Avenue was repaved with the construction of the sidewalk in 2017. Rejuvenation will assist with the strengthening of these high traffic roadways to extend the life at a very reasonable cost. This strategy can extend the life of each road by approximately five years for each treatment. The contractor will be using a material called Reclamite, an environmentally safe and effective asphalt rejuvenator with a 50 year track record. Disruption to traffic is expected to be minimal as the material penetrates rapidly allowing each road to be re-opened within approximately 30 minutes.
