SUMMARY:
The City of Edgewater was selected to receive funds related to the Hart Avenue Drainage Improvements Project from the Florida Department of Economic Opportunity (DEO) grant program known as “CDBG-DR Rebuild Florida Infrastructure”. This program requires adherence to various criteria associated with the State’s funding source, which is the federal Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) program. On the advice of Fred Fox Enterprises Inc., a grant-management firm who assisted the City in compiling the application for the Hart Avenue project grant, six resolutions and one ordinance are submitted for the Council’s approval in order to position the City to be eligible to receive the CDBG funds and be in compliance with the federal HUD goals and requirements.
This resolution adopts an alternate procurement policy relating to City purchases within the context of the Community Development Block Grant program. This policy includes a minority business enterprise policy and sets forth an action plan for the City to follow in administering Community Development Block Grants.
