SUMMARY:

On June 19th, 2024, Florida Power & Light received Development Order No. 23-01600005 for the FP&L Electrical Distribution Substation at 4240 S Ridgewood Avenue. The subject property encompasses the southern paved portion of Clinton Cemetery Road. The intersection of Clinton Cemetery Road, Jones Fish Camp, and S Ridgewood Avenue is planned for a signalized intersection. City staff require the dedication of right-of-way for public purposes when reviewing any development application. The City of Edgewater’s Comprehensive Plan notes within Chapter Two, Policy 1.2.2, Dedicating Roadways to the Public, the City shall require that roadways be dedicated to the public when there is a compelling public interest for the roadways to connect with existing public roadways. In 2006, the City of Edgewater approved a comprehensive plan amendment and rezoning for a development known as the Julington Oaks Subdivision. Julington Oaks is located on the north side of Clinton Cemetery Road except for two single family homes. The RPUD agreement for Julington Oaks has expired, however the comprehensive plan change done back in 2006 allows for four dwelling units per acre under the Low Density Residential future land use designation. Development along Clinton Cemetery Road will require and necessitate the improvement of Clinton Cemetery Road.

There is no cost associated with the right-of-way acquisition from Florida Power and Light to the City of Edgewater taxpayer.
