SUMMARY:

The City of Edgewater Police Department is proposing the implementation of a Volunteer Disaster Response Program to support City operations before and after natural disasters, with a primary focus on hurricane response. This program is designed to provide a structured and controlled framework for community members to assist in non-critical support roles that enhance the City’s operational capacity during emergency events.

Volunteers will be utilized in areas such as pre-storm supply distribution support, monitoring of resource sites, administrative assistance, and post-storm recovery efforts including debris cleanup and logistics support. The program will be managed by the Police Department under the direction of the Chief of Police, with oversight from the City Manager, ensuring alignment with established emergency management protocols and the National Incident Management System principles.

Participation in the program is strictly voluntary, with an emphasis on the safety, well-being, and personal circumstances of each volunteer. All volunteers will be required to meet eligibility requirements, complete a screening process, and attend a pre-season orientation. Activation and deployment of volunteers will be controlled and only occur when deemed appropriate by the Police Department.
