Pavement Reconstruction by Asphalt Paving Systems

SUMMARY:
On 8/5/2019, City Council approved use of budgeted funds in the amount of $175,000 to Asphalt Paving Systems (APS) to perform pavement reconstruction services on City streets per the terms of an existing contract between Volusia County and APS. Before beginning the project, APS notified Staff that they could not fulfill the contract with Volusia County due to the Technical Specifications contained within the Volusia County contract. The Emulsifier identified in the specifications are a sole source provided who will not sell the emulsifier to APS. As an alternative, APS has offered the City to piggyback the terms and conditions of an existing contract with Lee County, FL which has specifications matching prior successful work on City streets. Roads to be microsurfaced will be done according to the IMS evaluation performed in 2017.
