SUMMARY:
During January 2015, a permit was issued to William Hamilton to perform work in and on the City’s right of way north of his home on Unity Tree Drive. Since then there has been an ongoing dispute between Mr. Hamilton and Leo Towsley. While violence has not actually occurred, Law Enforcement has been called multiple times to act as referee during tense verbal exchanges. Staff has tried to mitigate the situation using different methods to no avail.
A Councilmember has made a suggestion for the City to engage a mediator to possibly find a solution for all. According to the City’s Attorney, a mediator will cost approximately $400 per hour. This is not a budgeted item, but the Councilmember wants the entire Council to weigh in on the topic.

RECOMMENDED ACTION:
For the Council body to hold a discussion on whether the City should engage a mediator to assist in finding a workable solution for Mr. Hamilton and Mr. Towsley going forward.
