COUNCIL AGENDA ITEM
SUBJECT:
title
Adoption of Resolution for the Wastewater Treatment Plant Facilities Plan
body
DEPARTMENT:
Public Works & Utilities
SUMMARY:
The City of Edgewater is pursuing funding through the Florida Department of Environmental Protection State Revolving Fund program for improvements to the City's Wastewater Treatment Plant. As part of the State Revolving Fund requirements, the City must formally adopt the Wastewater Treatment Plant Facilities Plan prepared by Halff Associates, Inc.
The Facilities Plan evaluates the City's existing wastewater system, projected future flows and capacity needs, storm-event impacts, alternatives for improvements, environmental effects, financial feasibility, and an implementation schedule. The plan recommends improvements to maintain regulatory compliance, accommodate future growth, and mitigate impacts from severe storm events.
Resolution No. 2026-R-40 formally adopts the Wastewater Treatment Plant Facilities Plan and supports the City's continued eligibility for State Revolving Fund funding. The Wastewater Treatment Plant Master Plan was previously adopted by Resolution No. 2026-R-06, and the State Revolving Fund Loan Resolution was previously adopted by Resolution No. 2026-R-08.
A public hearing on the Wastewater Treatment Plant Facilities Plan will be held at the September 28, 2026 City Council meeting as part of the State Revolving Fund process. Notice of the public hearing has been prepared, and the Facilities Plan is available for public review through the City Clerk's Office. State Revolving Fund documentation is required to be submitted by November 1, 2026.
