SUMMARY:
The City of Edgewater issued a request for Proposals - RFP 24-ES-08 - Grant Administrative Services - Rehabilitation of Sanitary Sewer Lines and Manholes (CDBG 23DB-N33) on May 7, 2024, with the sole purpose and intent of obtaining proposals from interested and qualified Consultants licensed to do business in the State of Florida to perform a Grant Administrative Services and other related services as noted in the RFP document.
The RFP was broadcast on the City's bidder notification service, the State of Florida Office of Supplier Diversity website, and the City's website.
Three proposals were submitted and opened on June 18, 2024 at 10:00. All proposers were deemed responsible and responsive.
On July 3, 2024, the Evaluation Committee met, reviewed and graded the proposals per the evaluation criteria published in the RFP document. The Committee ranked the proposals as follows:

The top two ranked firms were invited to make oral presentations on July 10, 2024 beginning at 9:00. Following presentations, the committee reconvened and graded the presentations based on the focus areas that were provided to them:
* Detail how your firm will approach this specific project. Please include suggested timelines.
* How will your firm work with staff to ensure compliance with funding requirements.
* With the understanding that City staff has somewhat limited experience with this type of funding opportunity procedures, how will your firm proactively engage with staff throughout the project.
* Describe the process should an unforeseen scope change occur during the project.
