SUMMARY:
The City is seeking approval of the mitigation credit reservation agreements and associated payments required for the four (4) boat ramp lanes currently being permitted under SJRWMD Application No. 76181-7.
SJRWMD has agreed to issue the permit with a condition allowing the City time to obtain City Council approval for the required mitigation payments. To satisfy this condition, the City must confirm that the payments are scheduled for City Council consideration.
The total mitigation requirement is $108,000, consisting of:
• $24,000 to Webster Creek Mitigation Bank for upland impacts
• $84,000 to Greenwing Mitigation Bank for seagrass impacts
This request applies only to the four lanes currently being permitted. The City will continue working with SJRWMD and the U.S. Army Corps of Engineers (USACE) on permitting the remaining four lanes. Approval of these payments will allow the City to advance the permit process and support efforts to secure FIND funding this year.

RECOMMENDED ACTION:
Motion to approve the mitigation credit reservation agreements and authorize mitigation credit payments totaling $108,000, and authorize City Manager to execute all necessary documents associated through the permitting process.
