SUMMARY:
The City Council approved the contract with Canin & Associates (now Kimley-Horn) at the regular monthly meeting of the City Council meeting held on April 4, 2022. The services included updating the Vision Book, Comprehensive Economic Development Strategic Plan and the Community Redevelopment Agency (CRA) Plan for the contractual amount of $74,500.
April 1 - 24, 2023 - The First Survey was launched. Kimley Horn attended the Easter Egg Hunt Event with maps and paper surveys. City Manager worked the city tent and brought the maps and surveys to the Arbor Day / Earth Day Event on April 22nd. The survey link was available on the City’s website, flyers circulated throughout the city, included in the weekly e-mail newsletter that is also shared on social media outlets, SEV Chamber of Commerce and SEVMTC also marketed the online survey. Paper surveys were also available at city offices, local library, and city events.
April 13, 2023 - Kimley-Horn conducted individual interviews with City Council members
April 27, 2023 - Kimley-Horn conducted a meeting with the Department Directors
May 18, 2023 - Kimley-Horn facilitated a Public Community Visioning Forum
June 5, 2023 - City Council requested that Kimley-Horn provide additional services: second survey, second Public Community Visioning Forum on a Saturday and additional City Council Workshop.
July 3, 2024 - City Council approved Addendum #1 in the amount of $12,500 for the second survey, second Public Community Visioning Forum and Additional City Council Workshop
August 21, 2023 - City Council held a Workshop with Kimley-Horn to provide more specific direction and information for the second survey
November 27, 2023 - City Council provided feedback to Kimley-Horn to finalize the second survey
January 11, 2024 - Second Survey Questions Approved by City Council and City Manager
February - March 2024 - Second Survey was mailed by US Postal Service in both of the monthly utility bill mailings, the survey link e-mailed directly to utility customers with e-mail, the link was also available on the City’s website, flyers circulated throughout the city, included in the weekly e-mail newsletter that is also shared on social media outlets, SEV Chamber of Commerce and SEVMTC also marketed the online survey. Paper surveys were also available at city offices, local library, and city events. 910 Responses were received on the second survey.

RECOMMENDED ACTION:
Motion to approve Addendum #2 for Kimley-Horn to provide additional tasks and addition meetings related to the Vision Plan Update, CRA Plan Update and Comprehensive Economic Development Strategic Plan Update and to authorize the City Manager to execute the contract for $32,000.
