Approval of Resolution No. 2026-R-17 - FDOT SunTrail Phase 54 Grant Agreement (Superseding Resolution No. 2021-R-11)

SUMMARY:

On May 3, 2021, the City Council approved Resolution No. 2021-R-11, authorizing a State Funded Grant Agreement with FDOT for the design of a SunTrail segment connecting Roberts Road to Dale Street.

Since that time, the project has been refined and expanded through coordination with FDOT and regional partners. The updated project scope reflects a revised alignment and design parameters for the SunTrail (Edgewater Trail) segment, now extending from SR 442 (Indian River Boulevard) north through the Florida Shores neighborhood and west along West Park Avenue to Dale Street.

Additionally, the revised agreement increases the total FDOT funding participation from approximately $2.35 million under the 2021 agreement to $6.36 million, reflecting the expanded project scope and updated design requirements.

Due to these significant updates, a new resolution is required to supersede the prior authorization and allow execution of the revised grant agreement.

SUMMARY OF REQUEST:

Approval of Resolution No. 2026-R-17 will:

                     Authorize execution of the updated FDOT State Funded Grant Agreement

                     Reflect the revised project alignment and scope for the SunTrail Phase 54 segment

                     Accept increased FDOT funding participation

                     Formally supersede Resolution No. 2021-R-11

FDOT will provide funding participation up to $6,356,156 for design services associated with this project. The City’s responsibilities will be as outlined in the grant agreement.

RECOMMENDED ACTION:

 

To obtain City Council approval of Resolution No. 2026-R-17, authorizing the City Manager to execute an updated State Funded Grant Agreement with the Florida Department of Transportation (FDOT) for the design of the SunTrail Phase 54 segment. This resolution supersedes and replaces Resolution No. 2021-R-11.
