SUMMARY:

The City of Edgewater was granted $14,697,665.00 in funds from the Department of Economic Opportunity (DEO, now known as Florida Commerce) under Agreement No. IR024 which was signed on June 27, 2022. The grant was awarded to enhance the G-2 and G-11 canals as part of the Community Development Block Grant Mitigation (CDBG-MIT) program in Florida through funding made available in the wake of Hurricane Irma (2017).

The G-2 and G-11 canal drainage basin comprises around 350 acres of low-lying urban areas that are susceptible to flooding. When hurricanes occur, accompanied by heavy rainfall and a significant tidal surge, the Gabordy Canal's backflow from the Indian River hinders the proper functioning of the G-2 and G-11 canals in preventing flooding in the service area. This results in water damage to houses and increases the risk of permanent housing loss when the canals cannot adequately drain the area. The project's objective is to prevent backflow and enhance the stormwater capacity of the G-2 and G-11 canal service areas. This could involve various upgrades, such as culvert enhancements, backflow prevention measures, installation of pump station(s), expansion of flood storage, implementation of flow equalization, and addition of more gravity flow outfall(s), among other potential improvements.

City Council accepted the qualifications-based selection process RFQ 23-ES-02 for Engineering Design and CEI Services at their February 6, 2023 meeting, listing Mead & Hunt, Inc. as the top-ranked firm. At their June 5, 2023 meeting, City Council approved a proposal from Mead & Hunt, Inc. in the amount $285,483 for the development of alternatives to improve stormwater conveyance in the G-2 / G-11 Basin. The subject proposal from Mead & Hunt Inc. in the amount $335,582 is the first of at least two proposals for detailed design and permitting of the recommended and feasible alternatives. This so-called Group A Improvements will utilize the City’s owned or soon-to-be-acquired lands to maximize conveyance and storage, addressing existing inefficiencies and limited formal basin storage. The focus of the Group A projects is the relative speed by which they can be installed and begin providing benefit to the residents and businesses in the G-2 / G-11 basin.

After beginning on detailed design of the Group A projects, Mead & Hunt is expected to submit a proposal for detailed design of Group B projects. Group B projects are those which will further improve stormwater conveyance in the G-2 / G-11 basin but which require more complex coordination among various units of government and permitting agencies. Accordingly, Group B projects are expected to require an extended timeframe to construction completion relative to the Group A projects.
