2nd Reading - Ordinance No. 2024-O-04 - Request for a large-scale comprehensive plan amendment to update Chapter 4 Stormwater Sub-Element of the City of Edgewater’s Comprehensive Plan

SUMMARY:
On July 3, 2023 Council authorized the engineering firm Jones Edmunds, Inc. to review and comment on the City of Edgewater’s Stormwater Codes and Standards. Brett Cunningham, P.E. with Jones Edmunds, Inc. presented the findings to City Council at their August 14, 2023 meeting. A copy of the Technical Memorandum containing their recommendations in attached.
Staff has proposed updated language to the various section of the Comprehensive Plan and Land Development Code to implement the recommendations. Mr. Cunningham reviewed and approved the proposed language.
The proposed updates to the Comprehensive Plan are summarized below:
• Chapter 4 Utilities, Sub-Element Stormwater, Goal 1, Objective 1.1 upgrades the design event for establishing the Level of Service standards for existing stormwater conveyance systems from the 25-year frequency event to the 100-year frequency event.
• Policy 1.1.2 upgrades the requirement that new development must demonstrate no adverse off-site impacts in addition to no reduction in the Level of Service in the stormwater conveyances serving the new development.
• Objective 1.2 upgrades the design event for new development from the 25-year frequency event to the 100-year frequency event and authorizes a standard of “equal to or less” in terms of discharge rates.
• Policy 1.2.2 upgrades the requirement that new development must demonstrate no adverse off-site impacts which could reasonably be foreseen which would impact property owners upstream or downstream of the development.
VGMC/STATE REVIEW:
Staff sent out the large-scale comprehensive plan amendment to Volusia County Growth Management, Department of Commerce, Department of Environmental Protection, Department of Transportation, and Saint John River Water Management District. Staff received no comments and the approval to move forward with the proposed amendment.
RECOMMENDED ACTION:
Staff recommends approval of Ordinance 2024-O-04.
