SD-2301: To approve the major site plan for two industrial buildings for 291,830 square feet on 27 + acres.

The applicant has filed for a preliminary plat as well as a site plan. Staff is still reviewing the preliminary plat. The request before you is to consider a major site plan on 27 + acres out of the total developable property of 83 + acres. Upon full build-out, the proposed industrial park will have over 1 million square feet of industrial buildings.

 

The subject property is within the City of Edgewater’s jurisdiction and has a Future Land Use designation of Industrial. The subject property is bound to the Amended and Restarted Industrial Planned Unit Development that encompasses all the properties within the Parktowne Industrial Park.

 

The subject development encompasses 83.0 + acres. The site plan encompasses 27 + acres.

 

The proposed development is well within the standards of the Parktowne Industrial Center PUD. According to the Parktowne Industrial PUD, the maximum impervious surface area cannot exceed 80 percent.

 

The proposed site plan has an ISR of 48 percent and is providing 52 percent open space. The proposed development is providing a 25 foot wetland setback and is preserving the 6 + acre wetland on the western boundary.

 

City Staff are in receipt of all required documentation for preliminary plat and site plan approval. The applicant has provided the following:

Staff Recommendation:

 

Staff is recommending approval of SD-2301 upon the condition that the applicant satisfies all criteria prior to City Council.

 

 

City Staff provided the following TRC comments on September 1st, 2023 to the applicant for revision:

 

Economic Development:

1.                     No Comments or Concerns.

 

Environmental Services:

1.                     Preliminary Plat PP-01: The proposed “Public ROW Tract (50ft)” for Dale Street appears to terminate at the property corner of City-owned property. Please extend this Tract dedication 60LF further westerly along your southern property line to allow Dale Street extension on City-owned parcel to connect to the proposed Tract.

2.                     Construction Plans, Sheets C-11: The proposed sanitary manhole SS-01 will have an invert very close to 2ft above the bench with a pipe slope of 0.94% to manhole SS-05. Add a note requiring manhole SS-01 to be lined to avoid deterioration due to corrosive gas formation.

3.                     Construction Plans, Sheet C-15: In general, no additional fittings should be proposed on deflected utility mains at conflict points. Specifically, please relocate the proposed 12” gate valve at Sta 17+10 and 12x6 tee (fire hydrant assembly) at Sta 17+80 to outside of the vertical deflection around the proposed 48” storm pipe.

4.                     Construction Plans, Sheet C-18: A minimum of 8ft width is needed for maintenance paths that are constrained by backside slopes (fill or cut). Please widen the maintenance paths for Pond 1A & 1B shown in Sections C-C, D-D, G-G, H-H (right only), and L-L.

5.                     Drainage Report, Pages 73, 95, & 122: The depth of rainstorms used in modeling should be from NOAA Atlas 14 for the project area.

6.                     SJRWMD ERP Permit: It is acknowledged that the Applicant has applied to SJRWMD for Environmental Resource Permitting of the entire property Master Plan (application number 270691-1) and also of the Phase 1 area (application number 270691-2). Please continue to provide the City a copy of all documents (plans, calculations, exhibits, etc.) submitted to SJRWMD as part of both permits. No construction may commence on the site until City receives a copy of the issued ERP permit from SJRWMD.

 

 

 

Mead and Hunt:

1.                     Sheet C-04, the concrete pad for the dumpster does not meet the EW Standard Construction Detail M-13 sizing, please review.

2.                     Sheet C-15, please place water main crossing in a steel casing per city detail W-12.

3.                     Sheet C-07, structure CS-1-01 is missing pipe in and out inverts.

4.                     Sheet C-07, ST-1A-08 invert sits higher than ST-1A-09. Revise.

5.                     Sheet C-07, ST-1A-07 invert sits higher than ST-1A-06. Revise. Revise table, ex. Piping going OUT of ST-1A-07 is at a 3.00 then the pipe going IN to ST-1A-06 is at a 3.00 and then the pipe OUT of ST-1A-6 is at a 3.50(which needs revised).

6.                     What structure upstream does ROW-ST-12 tie into? Is it existing? If so please provide existing inverts.

7.                     Sheet C-07, ST-1B-17 and ST-1B-16 revise inverts, sag in line.

8.                     Sheet C-07, in structure table, correct to callout for FDOT from FODT

 

Planning and Zoning:

1.                     Please label on the plans an area that is solely for tree preservation. It is clear that the wetlands are being preserved; these areas may count toward the 15% tree preservation area.

a.                     The City has determined in accordance with the provisions in Section 10(D)(2) of the Amended and Restated Planned Development Agreement in Book 7288, Page 1725 that the developer does not need to pay into the mitigation bank.

b.                     Staff will request as a condition of site plan approval to allow for the removal of historic trees as identified on the site plan.

 

Staff Recommendation:

 

Staff believes the proposed major site plan is substantially consistent with the Comprehensive Plan’s Goals, Objectives, Policies and the City of Edgewater’s Land Development Code.

 

The Planning and Zoning Board on September 13th voted to send a favorable recommendation to City Council on a 6-0-1 vote.

 

RECOMMENDED ACTION

Staff recommends approval of SD-2301 for the major site plan.
