Background: On July 10, 2006, City Council adopted a PUD Agreement for the subject property for a development known as Reflections. The Agreement permitted up 1,362 dwelling units, which included a mix of single family and multi-family dwelling units on lots no less than 55-feet in width; and 360,000 square-feet of non-residential development.
On June 3, 2013, the Reflections PUD Agreement was amended and restated for a development known as Deering Park; the proposed number of units and minimum lot size remained the same.
Proposed revisions to the PUD Agreement include:
• Variation of residential lot sizes.
• Detailed provisions for trees, signage, infrastructure, model homes and a sales office.
• Detailed provisions for the Village Center; including the proposed uses, provision for open and public spaces, parking and other amenities.
• Additional detail on the access and road corridors for the initial phase
• Simplified provisions for stormwater management and compensating storage.
The proposed amendments do not increase the number of residential units or density of the development.
Prior to any development the applicant shall be required to obtain Preliminary Plat and Construction Plan approval which includes review of all required infrastructure, parcel layout; all applicable state and local permits; environmental and traffic studies, all applicable regulations set forth in the Land Development Code and PUD Agreement.
At their regular meeting of December 11, 2019, the Planning & Zoning Board voted to send a favorable recommendation to City Council.
Land Use Compatibility: The subject property and surrounding area is currently vacant; however the proposed development is consistent with the adjacent future development.
Adequate Public Facilities: The developer has improved Indian River Boulevard west of Interstate 95 and extended water, wastewater and reclaimed water lines to the property. All internal infrastructure, including but not limited to roads, utilities, stormwater management, sidewalks and street lights will be the responsibility of the developer
Comprehensive Plan Consistency: The proposed PUD Agreement is consistent with the regulations set forth for the Mixed Use, Conservation Overlay and Conservation Land Use designations.
RECOMMENDED ACTION
Motion to send a favorable recommendation to City Council for ZA-1903.
