SUMMARY:

During the review of existing drainage conditions near Jones Fish Camp Road, a deficiency in the stormwater conveyance system was identified involving the existing culvert beneath the roadway. Further evaluation determined that improvements were necessary to restore stormwater flow within the immediate project area.

As a result of the drainage concerns identified, the Public Works & Utilities Department retained engineering services to evaluate the existing conditions and prepare design plans for replacement and improvement of the stormwater culvert system beneath Jones Fish Camp Road. The proposed improvements include the installation of new reinforced concrete pipe, FDOT Type C drainage structures, roadway restoration, erosion control measures, and associated drainage infrastructure improvements.

Following completion of the engineering design, City staff solicited contractor pricing for the project. The quotes received exceeded the purchasing threshold permitted under the City’s quote procurement process and would require a formal competitive bid process pursuant to the City’s Purchasing Policy.

D2 Paving & Sitework submitted the lowest proposal in the amount of $78,155.00 for the completion of the project.

City staff recommends approval to award the Jones Fish Camp Road Stormwater Drainage Project to D2 Paving & Sitework in lieu of proceeding through the formal bid process in order to expedite the necessary stormwater improvements and address the identified drainage concerns as quickly as possible.
