DISCUSSION:

The applicant first submitted for minor site plan approval on June 26th, 2024. The applicant has undergone four resubmittals and has met the requirements of the land development code and comprehensive plan for the City of Edgewater.  At the June 11th, 2025 Planning and Zoning Board meeting, the Planning and Zoning Board granted the following variances:

Traffic

City staff sent the application to the Technical Review Committee, Mead and Hunt Engineers, Volusia County Traffic, Florida Department of Transportation, and Stanley Traffic Consultants. Based upon the trip generation from the proposed site, City staff have not required a transportation impact study, however staff note that FDOT has opined that a right hand deceleration lane may be required during FDOT permitting. 667 average daily trips, 38 AM peak hour trips, and 60 pm peak hour trips were produced in the transportation statement. All three of these thresholds were below their respective standards that would necessitate the requirement for a transportation impact study.

Stormwater

An exfiltration system has been designed with perforated pipes providing storage and volume. The exfiltration system has been designed to draw down like a dry pond for nutrient removal as well as conveyance of stormwater in larger events to the detention pond. The detention pond then outfalls into the FDOT right of way on US1 which has an outfall at the 18th street Canal.

Landscape Buffers

A class C landscape buffer was required at the rear of the property. A Class C landscape buffer is 30 feet in width with a 6 foot masonry wall. This landscape buffer includes 262 plants of which 77 are bamboo and 24 trees. The applicant is supplying 15 gallon bamboo plants at 7 to 8 feet in height at the time of planting. The applicant has provided the required planting schedule, preservation of trees, and preservation of open space. The applicant is meeting the other required Class A landscape buffers including the Article XX, Ridgewood Design Corridor plantings.
