body
DEPARTMENT:
Public Works
SUMMARY:
The City of Edgewater has been awarded $750,000 by FloridaCommerce through the FFY 2021/2022 Small Cities Community Development Block Grant - Neighborhood Revitalization (CDBG-NR) Program.
Projects funded through the CDBG-NR Program must meet one of the following National Objectives:
1. Provide benefit to low- and moderate-income (LMI) persons;
2. Prevent or eliminate slum or blight conditions; or
3. Address community development needs with particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community for which other funding is not available.
The activities, dollar amounts and estimated percentage of benefit to low- to moderate-income persons associated with the City of Edgewater’s project are as follows:
Activity Name CDBG Funding LMI Benefit
Administration $60,000 NA
Construction $690,000 >51%
To date, the City of Edgewater has initiated professional services procurement for both administration and engineering services to prepare cost estimates for its CDBG-NR project.
In consultation with the firms involved in its professional services procurement efforts, the City of Edgewater has prepared a reduced scope of work to address an identified budget deficit due to increased local construction costs. More specifically, increased local construction costs have directly affected the procured engineer’s opinion of probable costs in a manner that prohibits the City of Edgewater from completing the original scope of work for this project within the current project budget.
More specifically, the reduced CDBG-NR scope of work includes a reduction in accomplishments that is limited to the lining of approximately 7,880 LF of 8-inch sanitary sewer along Hart Avenue, W. Park Avenue, W. Pine Bluff Street, W. Palm Way, Otter Drive, Snyder Street, W. Ocean Avenue, and W. Connecticut Street within the base bid. Moreover, this reduced scope of work excludes 300 VF of manhole lining, 360 LF of 6” sewer main liner along S. Old County Rd, and associated mobilization costs to be included within the bid alternate.
Additional information regarding the City of Edgewater’s CDBG-NR Program will be provided at the public hearing.
In developing and implementing its CDBG-NR Program, the City of Edgewater must consider the potential for displacement of persons and plan to minimize displacement of persons as a result of any proposed activities. The City of Edgewater does not anticipate that anyone will be displaced as a result of the CDBG-NR funded activities. If any persons are displaced as a result of the planned activities, the City of Edgewater will assist them as described in the City’s adopted Anti-Displacement and Relocation Policy, which is available for review at City Hall and on the City’s website.
