SUMMARY:

The County of Volusia has been awarded a funding allocation of approximately $96.5 million through the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Coronavirus Relief Fund (CRF). The County has allocated a maximum of $15 million dollars to municipalities, including a maximum allocation of $832,291 to the City of Edgewater.

Payments from the County’s CARES Act allocation to municipalities may only cover expenses that

1.     are necessary expenditures incurred due to the COVID-19 public health emergency;

2.     were not accounted for in the City budget most recently approved as of March 27, 2020;

3.     were incurred between March 1, 2020 and December 30, 2020; and

4.     are submitted to the County for reimbursement by January 31, 2021.

Once this subrecipient agreement is approved by the City Council, the City must submit a Project Summary Budget detailing the expenditures that will be reimbursed through CARES Act payments, and then use County-provided forms to submit expenditures for reimbursement (along with appropriate supporting documentation).  The County may decline to reimburse any expenditure it deems ineligible under the CARES Act.  Additionally, even if the County reimburses an expenditure, those amounts are subject to recoupment by the Treasury Inspector General if s/he determines it does not meet the requirements of the CARES Act.

CARES Act payments may not be used to replace revenues lost due to the COVID-19 public health emergency.  Additionally, the County has stated that this allocation should not be used to provide assistance to individuals, since the County is already providing this assistance and any other programs may be duplicative.

Upon approval of this item authorizes any and all necessary actions, documents or budget transfers to facilitate Commission approval and further authorizes the City Manager to sign any documents necessary to further Commission approval of this item.
