Staff Review
The applicant, Steve Fusilier, on behalf of Indian River Shoreline, LLC, has submitted a site plan for Edgewater River Oaks Marina Phase 1 that aligns with the Edgewater River Oaks MUPUD, the City of Edgewater’s Land Development Code and the Comprehensive Plan. The applicant first submitted on November 18th, 2024. The application has undergone seven (7) reviews by the Technical Review Committee. The City’s third party engineer, Mead and Hunt, has also confirmed that the project meets all the requirements of the Edgewater River Oaks MUPUD, the City of Edgewater’s Comprehensive Plan, and Land Development Code.
The project consists of 18.80 acres located on the Northeast end of Jones Fish Camp Road. The project proposes a 71,550 square foot dry stack boat storage building with 338 slips, a 10 wet slip marina, and a 14,400 square foot restaurant with 400 seats. This major site plan application does not include the hotel. The stormwater onsite is treated through imperious pavers that have three feet of rock separation which then discharges into the wet detention pond. The Pre-Post Development Table below from the Stormwater Report found on page 74 of the pdf demonstrates the applicant has met the requirements of the MUPUD Agreement:

The Edgewater River Oaks MUPUD Agreement (2024-O-55) establishes the following standards. City staff have indicated under each section where the applicant has demonstrated that they have met each standard:
MUPUD Site Standards:

Building Coverage = 50%
Impervious Coverage = 75%
Open Space = 25%
North Setback = 30 feet
Jones Fish Camp Road Setback = 20 feet
Wetland/Preservation Setback = 25 feet
Eastern Boundary Sea Wall Setback = 10 feet
Building Height Dry Stack Storage = 55 feet
Dry Stack Boat Storage Parking - One Space for every 2,000 square feet
Restaurant Parking Requirements = 1 space per every four seats and 1 space per every 2 employees.
Sheet C 5.0 of the site plan within the site standards table demonstrates compliance with the MUPUD agreement and land development code.
MUPUD Tree Standards:

“Minimum Tree Preservation Areas as set forth in the Master Plan shall be utilized to meet the City’s Minimum Tree Protection Requirements within the LDC.”
Sheets L 1.0 through Sheets L 5.0 demonstrate the applicant has preserved the tree preservation area depicted on the Master Plan.
MUPUD Landscaping Standards:

North Landscape Buffer = 10 feet in width, or natural existing vegetation.
South or JFC Rd = 20 feet in width
East = Mangrove Preservation
Sheet L 4.0 demonstrates the applicant has met the requirements of the MUPUD agreement.
Public Notice:
Public Notices were mailed to all addresses within 500’ of the proposed project and City staff posted the property.
Staff Recommendation:
Motion to send a favorable recommendation to City Council for SP-2412.
