SUMMARY:
The City of Edgewater issued Invitation to Bid ITB 26-PW-01 on November 5, 2025 with the sole purpose and intent of obtaining bids from qualified and licensed contractors for Rehabilitation of Sanitary Sewer Lines and Manholes, Community Development Block Grant Neighborhood Revitalization (CDBG-NR) project, funded by FloridaCommerce.
This Solicitation was broadcast via the City’s E-Procurement Platform, as well as via DemandStar/Euna OpenBids, and the State of Florida DMS - Office of Supplier Diversity site, published in the Daytona Beach News Journal, and posted in City Hall.
On December 9, 2025, seven (7) bids were submitted and one (1) no-bid was received. All seven (7) bids were deemed responsive and responsible.

Per the Bid Specifications (Attachment B of the bid document) Basis of Award Section 1.14A - The Owner reserves the right to accept or reject any or all bids in whole or in part with or without cause, to waive technicalities, or to accept the bid(s) which, in its judgment, best serves the interest of the Owner.
The cities Engineering Consultant Firm, Kimley-Horn Associates, and City Staff reviewed the bids and recommend award per the stated bid award criteria to the lowest responsible/responsive bidder, Vortex Services LLC., for both the Base Bid and Bid Alternate portions of the Rehabilitation of Sanitary Sewer Lines and Manholes, Community Development Block Grant Neighborhood Revitalization (CDBG-NR) project. The pricing breakdown is attached.
It should be noted that Cobra Environmental Inc. submitted an alternate deductive pricing bid, however it was not included in the pricing form as instructed in the Bid Submittal Response Section of the bid document which states that “All costs associated with delivering the requested services shall be detailed in the format requested on the Total Pricing Form in Open Gov.” Therefore, the alternate deductive pricing portion of that bid was deemed non-responsive and was not considered.
Subsequently, Cobra Environmental Inc. submitted a formal protest to which the city responded, following the City’s CDBG Purchasing Policy. The request to award was pulled from the agenda and Protest proceeding were scheduled, however the protesting firm submitted a Voluntary Withdrawal of the Protest.
