SUMMARY:

Volusia County has received CDBG-DR funding from the U.S. Department of HUD for disaster recovery efforts following Hurricanes Ian and Milton. To administer this funding, Volusia County established the Office of Recovery and Resiliency, operating as Transform386.

 

Transform386 manages two key programs funded by CDBG-DR, the Single Family Homeowner Repair and Replacement Program, as well as the Hurricane Milton Homeowner Recovery Program.

 

Both programs include voluntary homeowner buyout components, which involve the acquisition of properties from willing sellers in flood-prone areas. Under HUD’s CDBG-DR regulations, local governments are eligible to receive title to properties acquired through these programs, subject to deed restrictions that permanently dedicate the land to uses compatible with open space, floodplain management, or wetlands management practices.

 

Participating in the Transform386 program and accepting ownership of acquired properties within City limits serves the City's best interests. Upon transfer of ownership, the City assumes sole responsibility for all ongoing maintenance obligations associated with each property.

 

Following the adoption of this Resolution, the City Council authorizes the City Manager to execute all necessary documents with Volusia County or its designees to accept City ownership of Transform386 homeowner buyout properties located within City limits.
