Background: The subject property is currently vacant and located east of Air Park Road, north of 22nd Street and south of the new Glenbrooke subdivision. The applicant is proposing to develop the property with 111 townhouse units, a maximum density of 3.99 dwelling units per net acre.
Objective 3.6 of the Comprehensive Economic Development Strategic Plan (CEDS) identifies the need to improve the City’s inventory of adequate affordable housing, upper-scale housing and nice apartments. The proposed townhouse development will assist in accomplishing this objective.
Developing the property as a PUD allows the developer flexibility from strict adherence to the Land Development Code while meeting density requirements and land use goals and affords the City the opportunity to include development standards not necessarily identified in the Land Development Code.
Prior to development of the subject property a Preliminary Plat and Subdivision Construction Plans or Site Plan must be approved. A Traffic Impact Analysis and Environmental study, to include listed species and wetlands, shall be reviewed with the constructions plans; any improvements and/or required mitigation will be the responsibility of the developer. A bald eagle nest has been identified on the subject property; the developer will be required to adhere to Federal regulations regarding development near the nest.
A Letter of Concurrency from the Volusia County School District acknowledging adequate capacity will also be required prior to the issuance of a development order.
Adjacent property owners were notified of the request on May 29, 2020. The applicant held a virtual neighborhood meeting with adjacent property owners on May 18, 2020 to receive feedback on the proposed development.
City Council approved the request at first reading on July 6, 2020.
Land Use Compatibility: The surrounding area consists of single family homes and the Glenbrooke subdivision, which is under construction, to the north.
Adequate Public Facilities: The subject property has access via Air Park Road. The installation of all required infrastructure, including but not limited to interior roads, utilities, stormwater retention and recreation and open space will be the responsibility of the developer.
Comprehensive Plan Consistency: The proposed Zoning designation is compatible with the Future Land Use designation of the property, per Table III-1 of the Land Development Code.
