SUMMARY:

On July 9, 2024 the City of Edgewater issued a Request for Proposals (RFP 24-ES-11) with the sole purpose and intent of obtaining proposals from interested and qualified firms offering to provide Continuing Professional Engineering Services in accordance with the specifications stated. 

 

 DemandStar, and the State of Florida DMS, Office of Supplier Diversity site and was posted in City Hall.

 

On August 13, 2024, submittals were received from 17 firms.  One was deemed non- responsive, as they did not provide the required certification (Proof of State of Florida Professional License).  The remaining 16 submittals were deemed responsive and responsible.

 

On September 3, 2024, the Evaluation Committee met and reviewed the submittals and turned in their evaluation sheets through the E-Procurement Platform. Based on the published evaluation criteria, the firms were ranked as follows:

The Committee determined it would be most advantageous to the City to recommend multiple firms be awarded contracts.  The discussion included the expanded need for an increased need with a broad range of services, based on the anticipated growth of the city.  The Committee agreed that the top nine (9) firms would be recommended for award.  They further discussed the possibility of asking the firms to come in for presentations, however the Committee concluded unanimously that there were enough clear top-ranking firms identified by review of the written submittals alone and therefore declined requesting presentations.

 

The Contract start dates will be November 18, 2024 and the engagement of firms will be on an as needed basis and based on the City’s needs with consideration to the firm’s availability and capabilities.

 

The Evaluation Committee recommends that Council award contracts to the following firms: CPH, LLC, Zev Cohen & Associates, Inc., Stanley Consultants, Inc., Jones Edmunds & Associates, Halff Associates, Inc., Mead and Hunt, Inc., Infrastructure Solution Services, Kimley-Horn and Associates, Inc., and England-Thims & Miller, Inc.
