SUMMARY:
On September 2, 2026 the City of Edgewater issued a Request for Qualifications (RFQ 26-DS-05) with the sole purpose and intent of obtaining qualifications from interested and qualified firms to provide Planning Consultant Services in accordance with the specifications stated.
The solicitation was broadcast via the City’s E-Procurement Portal OpenGov, as well as via Demandstar Euna OpenBids, Beacon Bids, printed in the Hometown News, and posted in the City Hall lobby.
On September 29, 2026 submittals were received from five (5) firms. All submittals were deemed responsive and responsible.
On October 6, 2026 the evaluation committee met and reviewed the submittals. Their evaluation score cards were submitted through OpenGov. Based on the published evaluation criteria, the firms were ranked as follows:

The Committee shortlisted the top three (3) firms for invitation to Phase Two Evaluation.
On October 16, 2026 the evaluation committee met with the top three (3) firms for Phase Two. There was open discussion about the type of work the City may send to the firms.
The Evaluation Committee determined it would be in the best interest of the City to recommend award to the top three (3) firms.

RECOMMENDED ACTION:
Motion to award and authorize the City Manager to execute contracts and subsequent renewals for Planning Consultant Services with Kimley-Horn and Associates Inc, Zev Cohen & Associates Inc, and Inspire Placemaking Collective Inc with engagement of firms on an as needed basis, based on the City’s needs with consideration to each firm’s capabilities and availability.
