Background:  The subject property is adjacent to the existing Hacienda Del Rio Manufactured Home Community and was annexed into the City in 2003.  Hacienda Del Rio is a retirement (55 plus) community with 730 single family units developed in the early 1980’s and annexed into the City in May, 2017.

The property owner is proposing to expand the existing development with an additional 70 units. Site plan approval, which will include all required infrastructure, will be required prior to any development on the subject property.

The average size of the lots within Hacienda Del Rio range from 5,400 to 5,500 square feet; the proposed lots will be a minimum of 5,500 square feet and up to 7,000 square feet.

Adjacent property owners were notified of the request on December 2, 2019; staff has not received any objections.

At their regular meeting of December 11, 2019, the Planning & Zoning Board voted to send a favorable recommendation to City Council. City Council approved the request at first reading on January 6, 2020.

Land Use Compatibility: The proposed development is consistent with Hacienda Del Rio in lot size and use.

Adequate Public Facilities: The property has access via South Ridgewood Avenue and served with sanitary sewer and potable water.

Comprehensive Plan Consistency: The subject property currently maintains a Commercial Future Land Use designation; however City Council approved an amendment to the Future Land Use designation at first reading on November 18, 2019 which will change the designation to Medium Density Residential with Conservation Overlay allowing for a maximum of 70 dwelling units.  The proposed MH-1 (Mobile Home Park) zoning designation is compatible with the Medium Density Residential Future Land Use designation.

An Environmental Study conducted by Universal Engineering indicated the potential for listed species on the subject property, however there was no evidence of any listed species on site. The Study does recommend certain protection measures be taken prior to and during construction to ensure the protection of any listed species. There are no wetlands on the subject property.

RECOMMENDED ACTION

Motion to approve Ordinance No. 2020-O-01.
