SUMMARY:

In November of 2022, John Massey filed for a minor lot split and lot combination to add additional land that was retained by John Massey from the Massey Ranch Airpark Unit 1 subdivision.

 

 

 

 

 

 

The additional land was combined with the Lot 22 of Massey Ranch Airpark Unit 1 subdivision to allow for a larger buildable area due to the substantial storm water and conservation easement within the easterly portion of Lot 22.

The existing utilities within the cul-de-sac of Massey Ranch Boulevard followed the existing western property line of Lot 22. The applicant is requesting to move said utility easement to the westerly line of the new and expanded Lot 22. The applicant is requesting the drainage easement be moved to the southern portion of the newly created Lot 22 just north of the 70 foot taxiway easement. The applicant is requesting a 20 foot maintenance easement be placed within the 70 foot taxiway easement. The applicant has also requested that the 20 foot emergency access easement be vacated.

Staff is receptive to the abandonment, vacation, and relocation of the utilities onsite. The purpose of the lot split and lot combination was to expand the buildable area within Lot 22 of Massey Ranch Airpark Unit 1 to accommodate a single-family home and airplane hangar. The Massey Ranch Airpark Unit 1 subdivision was built to provide individuals the opportunity to have a home with a private plane with access to an immediate runway.

 

The applicant has received approval from the Technical Review Committee with the following department comments:

 

Environmental Services:

The site plan as submitted is not sufficiently clear to determine whether the City’s 12” water main will be included within the (private) right-of-way of Massey Ranch Blvd, or within the proposed utility easement of the revised southwestern addition to Lot 22 adjacent to Massey Ranch Blvd, or whether it will be up on the private property of Lot 22. Attached is City’s best available copy of as-built information on this water line.

 

Environmental Services recommends conditional approval of this request on the basis of satisfying the following prior to final action by the City:

1.                     Applicant must determine that the proposed abandonment will include the City’s water main within the Massey Ranch Blvd right-of-way OR the proposed utility easement adjacent to the Massey Ranch Blvd right-of-way.

2.                     Applicant shall endeavor to determine whether any other underground utilities will be included within the right-of-way or adjacent utility easement through placing a Design Locate ticket with the Sunshine One-Call service (<https://www.sunshine811.com/>)

Staff Recommendation:

 

Staff believes the proposed abandonment and vacation is substantially consistent with the Comprehensive Plan’s Goals, Objectives, Policies and the City of Edgewater’s Land Development Code.

 

The Planning and Zoning Board on September 13th voted 6-0-1 in favor of sending a favorable recommendation to City Council.
