                     COUNCIL AGENDA ITEM

SUBJECT:

title

Reclaimed Water Main Extension to Meadow Lake and Woodbridge Lakes Subdivisions

body

DEPARTMENT:

Environmental Services

SUMMARY:

Staff has been notified that the SJRWMD Governing Board has approved an FDEP & SJRWMD Cost-Share Grant in an amount of $424,134 for the City to construct a reclaimed water main from 28th Street, through the Meadow Lake subdivision, connecting to the central irrigation system in the Woodbridge Lakes subdivision. A formal agreement will be forthcoming as outlined in the Scope of Work that is attached with this agenda request.

Currently, irrigation in Meadow Lake subdivision is provided by private shallow groundwater wells and/or by potable water. The central irrigation system within the new Woodbridge Lakes subdivision is being supplied by potable water. It is the goal of the City and various State agencies to discourage the use of potable water for landscape irrigation as well as reduce the effluent discharge to the Indian River Lagoon. In addition, the sidewalks will need to be replaced in some of the area within Meadow Lake with this construction. Therefore, improvements to the pedestrian mobility within Meadow Lake subdivision by constructing ADA-compatible sidewalk ramps at all intersections will be required.

The FDEP & SJRWMD funding accounts about 50% of the total project cost and can only be used to reimburse the City for up to 55% of construction expenses not to exceed the grant amount. The cost of professional services related to engineering design, permitting, etc. and the remaining construction cost will be the responsibility of the City as matching funds. This project was not included in current year budget due to the uncertainty of funding availability. The City’s matching contribution is eligible to be paid using Sewer Impact Fees. At this time, authorization is requested to design, permit, and produce construction documents for bid in accordance with the attached proposal from Environmental Consulting & Technology, Inc. (ECT, Inc.), a local engineering firm with whom the City has an existing Continuing Services contract.

Once constructed, this project will make reclaimed water service available to 188 single-family properties, which could account for approximately 200,000 gallons/day of increased discharge capacity for our reclaimed water system. At capacity, this is calculated as saving up to 609 lbs/yr Total Phosphorous and 1,828 lbs/yr Total Nitrogen from being discharged into the Indian River annually.
