SUMMARY:

The City of Edgewater issued a Request for Qualifications (RFQ 19-ES-011) on July 23, 2019 with the sole purpose and intent of obtaining Qualifications from interested companies to render Continuing Professional Engineering Services (CCNA) for the City of Edgewater.

Twenty submittals were received and all were deemed to be responsible/responsive responder.  On September 12, 2019, the Evaluation Committee met and discussed the submittals based on the criteria listed in the RFQ document.  The Committee ranked the proposals and determined it would be most advantageous to the City to recommend multiple firms be awarded contracts and agreed that the eight (8) top ranking firms would be recommended.  A scrivener’s error in the title of the agenda item erroneously placed DRMP in the top eight and left out Kimley-Horn.  The top ten ranked firms are listed below:

Rank                                                               Firm

1.                                                               Mead & Hunt, Inc.

2.                                                               Traffic Engineering Data Services Inc.

3.                                                               CPH, Inc.

4.                                                               ECT Inc.

5.                                                               Zev Cohen & Associates, inc

6.                                                               Bentley Architects & Engineers Inc.

7.                                                               Kimley- Horn

8.                                                               Booth, Ern, Straughan & Hiott (BESH)

9.                     (tie)                                          DRMP

9.                     (tie)                                          Pegasus Engineering

At the regular meeting on October 7, City Council voted to approve contracts to the recommended firms with the condition that the firms provided additional insurance to cover errors and omissions.

Staff research determined that per Florida Statues addresses liability indemnification for design professions, and therefore a revised contract was sent to the top 8 firms. All top eight firms have signed and returned the revised contracts.
