SUMMARY:

The City of Edgewater Public Works & Utilities Department and Grants Administrator is seeking Council approval to apply for funding through the Florida Department of Environmental Protection Diesel Emission Mitigation Program (DEMP).

The DEMP is a no-match grant program designed to assist communities that are actively engaged in resiliency planning or have experienced significant impacts from severe weather events. The City of Edgewater meets these criteria and is well-positioned to benefit from the program.

Approval of this application will support the replacement of an aging Class 8 diesel vehicle with a new, more efficient unit, significantly reducing diesel emissions and improving overall environmental quality. Additionally, the grant will offset capital costs associated with equipment replacement, allowing the City to preserve local funding for other critical infrastructure and operational needs.

The existing unit currently in service is limited in versatility and operational efficiency, particularly in meeting the City’s growing demands for waste management, storm response, and debris handling. The proposed replacement-a 60L Pac-Mac roll-off hoist truck equipped with a Pioneer tarping system-will provide:

                     Increased hauling capacity

                     Enhanced operational flexibility across multiple divisions

                     Improved efficiency in routine solid waste operations

                     Greater capability for large-scale yard waste collection

                     Faster and more effective deployment during storm events and emergency response

This upgrade will strengthen the City’s ability to manage both day-to-day operations and emergency response activities, directly supporting public safety and service delivery.

As required by the DEMP program, the replacement of the existing unit will include proper decommissioning procedures, including:

                     Boring a 3-inch hole through the engine block

                     Cutting the frame rails completely in half

These requirements ensure permanent removal of older, higher-emission equipment from service.

The total estimated project cost is $251,078.30, with full funding anticipated through the grant program.

RECOMMENDED ACTION:

Approve the submission of an application to the Florida Department of Environmental Protection Diesel Emission Mitigation Program (DEMP) for the replacement of an existing Class 8 diesel vehicle, authorize the City Manager to execute all necessary documents associated with the grant and approve the disposal of the identified fixed asset per grant requirements when awarded grant funds.
