Background: The subject property is located south of Majestic Oaks and is intended to be an extension of that development. Phase I was platted in 2002 and Phase II in 2003; Phase II was developed to include roadway stub-outs for connection to the subject property upon development. The project will include amenities such as a dog park, gazebo and passive recreational areas. Twenty-five percent (25%) of the site will remain open space and 15% shall be dedicated for the preservation of trees; these areas may be located throughout the development.
Development review included verifying consistency with the PUD Agreement and Land Development Code; engineering review of all proposed infrastructure, including consistency with the City’s Standard Construction Details and stormwater management; traffic analysis and any potential environmental issues.
At their regular meeting of January 8, 2020, the Planning and Zoning Board voted unanimously to send a favorable recommendation to City Council.
Land Use Compatibility: The proposed development will consist of 75 single family lots with a minimum width of 60-feet, which is consistent with the other phases of Majestic Oaks.
Adequate Public Facilities: The subject property has access via Three Oaks Drive and 27th Street. All required infrastructure, including but not limited to roads; stormwater retention; sidewalks; street lights; water, wastewater, and reclaimed water systems is the responsibility of the developer and is required to be constructed prior to permit issuance for the residences.
A Letter of Concurrency indicating adequate capacity from the Volusia County School District has been received; all appropriate agency permits; including St. Johns River Water Management District, DEP, and FWCC, shall be submitted prior to the issuance of a development permit.
Comprehensive Plan Consistency: The proposed density does not exceed the maximum permitted in the Low Density Residential Future Land Use designation. Development of the subject property is consistent with Policy 1.4.3 of the Future Land Use Element as it pertains to infill development.
