Staff Review
The applicant, Joseph H. Hopkins, P.E., on behalf of DMG 104, LLC, submitted for a major site plan on March 27th, 2026. The applicant has undergone three reviews by the Technical Review Committee and the Third Party Engineer, Zev Cohen and Associates. The Technical Review Committee and the Third Party Engineer, Zev Cohen and Associates finds that the major site plan is in accordance with the City of Edgewater’s Comprehensive Plan, Land Development Code, and Mixed Use Planned Unit Development Agreement. The site plan illustrates a proposed 28,320 square foot indoor/outdoor pickleball recreation facility consisting of a primary proposed building to contain the indoor pickleball courts (25,360 sq. ft.) and an auxiliary building/covered area (2,960 sq. ft.), complete with yoga studio, outdoor seating, parking, utilities, and onsite stormwater treatment.
The applicant has provided a total of fifty six (56) parking spaces. Forty (40) parking spaces are provided for the ten (10) pickleball courts, twelve (12) spaces are provided for the mixed use building, and four (4) handicap spaces are provided. The applicant also provided a photometric plan showing 0.0 lumens at the property boundaries.
The development incorporates the required landscape buffers demonstrated on sheet L-1. The required landscape buffers include along West Park Avenue and Air Park Road, providing 100 total site trees (57 existing to remain and 43 newly designed trees) against the minimum PUD requirement of 68 trees. Said Trees consist of Cocoplum, Yaupon Holy, Crepe Myrtle, Simpson Stopper, Sweet bay Magnolia, Live Oak, Cabbage Palm, and Winged Elm trees. The applicant is planting 395 shrubs between the landscape buffer on West Park Avenue and Air Park Road consisting of Dwarf Firebush, Pineland Lantana, Coral Honeysuckle, Muhly Grass, and Cootie Ferns.
In accordance with the PUD, the applicant has prepared a quit claim deed for City Council for a 50 foot by 50 foot triangle (1,227 square feet) at the intersection of Air Park and W Park to accommodate a signalized intersection in the future. The applicant has also provided a twelve (12) foot multi-modal trail extension within the right-of-way of Air Park Road from the River to Sea Trail. According the MUPUD, within Section Six, Multi-Modal Impact Fee Credits shall be credited on a dollar for dollar basis for the bike path extension with the right-of-way on Air Park Road. As such, City staff calculated the multi-modal impact fees for the site and requested from the engineer of record an engineer’s cost estimate for the construction of the multi-modal trail. The engineer’s cost estimate is $60,018 for the multi-modal trail and the impact fees generated by the development are $2,293.92. As such, the City will be paying the applicant $57,724.08 from the multi-modal impact fee fund for the construction for the twelve (12) foot wide multi modal path. A performance bond in the amount of $78,023.4 has been recorded. Once complete, the City will perform an inspection and release the performance bond. The applicant will then post a maintenance bond in the amount of 10% of the original cost for a period of one year. City staff have contracted with Stanley Traffic Engineers to perform a feasibility study of extending this twelve (12) foot multi-modal trail from the intersection of W Park Avenue to the North side of the intersection of Air Park Road and State Road 442.
Stormwater management is provided via an on-site dry retention area designed to retain 1.35 inches of runoff, achieve an 80% reduction in Total Nitrogen and Total Phosphorus. The stormwater management system is designed to attenuate less than Pre-Development for both the 25 year and 100 year, 24 hour storm event. A portion of the site sits in the 500 year flood zone. City staff in accordance with Article IV of the land development code have required compensating storage on a cup for cup basis. The applicant is providing a cut of 7,153 cubic feet to offset 6,685 cubic feet of fill.

Public Notices were mailed to all addresses within 500’ of the proposed project. City staff did not receive any notifications from the Public at the time of publication.
Economic Analysis:
Based upon similar facilities, City staff estimate the proposed project will have a value of 1.2 million to 1.5 million which will generate based upon the City Millage of 6.33 mills a yearly tax revenue of $7,500. The average yearly tax bill in Florida Shores is $846 to the City of Edgewater. It takes roughly 8.86 Florida Shore homes to generate the same tax revenue. City Staff estimate the commercial business will create three to five additional new jobs.
