Background: The subject property is currently vacant; the applicant is not proposing any development at this time.  Annexation and an amendment to the Official Zoning Map shall occur simultaneously with the Future Land Use Map amendment.

At their regular meeting of December 11, 2019, the Planning and Zoning Board voted to send a favorable recommendation to City Council. City Council approved the request at first reading on January 6, 2020.

Certification from the Volusia Growth Management Commission was received on February 4, 2020.

Land Use Compatibility: The subject property is currently vacant; prior to any development on the property a site plan must be approved upon meeting the regulations set forth in the Land Development Code including but not limited to Articles III, IV, V and XX.

Adequate Public Facilities: There is access to the property via South Ridgewood Avenue; City water and wastewater is available to the property.

Comprehensive Plan Consistency: The subject property is adjacent to Ridgewood Avenue which is the City’s primary commercial corridor.

The Volusia County Commercial Future Land Use designation allows for a full range of sales and service activities. These uses may occur in self-contained centers, multi-story structures, campus parks, municipal central business districts, or along arterial highways and allows for a maximum FAR of 0.55.

The City of Edgewater Commercial Future Land Use designation consists of a variety of retail and office uses; such as medical facilities, shopping centers, restaurants, automobile service facilities and similar uses.  Typical neighborhood and highway service areas are allowed to build up to a maximum floor area ratio (FAR) of 0.5.

The majority of commercial development within the City is located along U.S. 1 in a strip pattern. This area contains restaurants, convenience goods stores and neighborhood centers.
