1. Per Article V, Section 21-55.05 the applicant is asking for a historic tree removal permit of a 56-inch D.B.H. live oak for the property located at 200 West Park Avenue.
2. Per Article V, Section 21-55.06- Specimen Trees- the applicant is asking for the approval to remove a specimen tree notated within the table as Other Oak Species.
3. Applicant is asking for the City Council to consider one of the following options Per Section 21-55.03(b) of the City of Edgewater Land Development Code (LDC), options for removal:
a. Determine the tree to be removed is in such a condition that it is hazardous to the surrounding area or structure(s) that no replacement is necessary
b. Replacement of trees at a ratio of one inch (1”) to one-inch (1”) diameter replacement tree
56” = 22 trees @ minimum 2.5” diameter
c. Per Article XVII, Section 21-311.04 The person conducting the tree replacement activity shall, in lieu of actual tree replacement, pay a replacement contribution into the City Tree Replacement Trust Account equivalent to the replacement cost of the replacement trees. Per Resolution 2025-R-27, historic tree mitigation costs in lieu of tree replacement is $25.00 per square inch ($15.00 x 2,463” = $61,575.16).

Discussion:
The applicant is proposing to demolish the existing buildings onsite and construct a new 19,380 square foot industrial building on the three listed parcel IDs: 7452-01-00-0413, 7452-01-00-0414, and 7452-01-00-0425. The 56 inch historic oak is located towards the eastern middle portion of the property roughly 30 feet from Old County Road. Based upon the proposed site plan, the historic tree would be directly in the drive aisle for the site. When the drip line protection is applied to the historic tree, roughly a quarter of the site becomes unusable severely limiting access.
Per Article V, Section 21-55.05 a historic tree removal shall be granted by the City Council if the D.B.H. is 36-inches with the exception of Laurel Oaks. The tree located at 200 West Park Avenue has a D.B.H. of 56-inches and is a live oak which can be found in the table in Article V, Section 21-55.06, therefore, the applicant is asking the city council to approve a historic tree removal. The applicant has supplied an arborist report which recommends the removal based on the amount of proposed future construction on the site. The canopy would require the removal of lateral roots, 50% of the canopy, grinding, and excavating, which could cause the tree to become unstable.
Staff Recommendation:
Staff defers to the City Council’s discretion, per Article V, Section 21-55.03 (b) of the City of Edgewater’s Land Development Code.
